Not mentioned, and an easy thing to check or rule out, is the integrity of the downloaded iso file used to create the DVD. Verify the SHA-256 hash generated from the iso.
Next consider the possibility that the DVD is bad or poor. Even if the binary data on it is good, its optical quality could be below the threshold tolerated by the particular optical device reading it (even if the same drive just burned it). Try burning again with the best blank disks you can find. Or, for now, try burning at 1/2 max speed for the blank disk. Have the burning software verify the data after burning.
