My assumption would be no - the reason for 'ejecting' first is to unmount the data partition(s) on a drive, and I wouldn't have thought a network card would have a mounted partition.

Could be wrong though, so feel free to wait for someone else's input!

In XP, "Safely Remove Hardware" on the lower right hand corner would have the icon to remove my USB network card, but I am don't see it in Fedora.

If you are using Gnome 3, USB devices would appear in the lower right hand corner of your screen

If you are wnating to remove a USB storage device you would open your file explorer you are using, right click on the device and select unmount.
If you are refering to a USB WiFi card, or Air Card then you do not have the option to "unmount" it. Just ensure you have turned off whatever service you are using with it prior to removing it from your computer.
