The current version of subversion in the F17 repos is 1.7.5-1, yet you are trying to install 1.7.4-6 which is an older version.

How are you trying to install it? just a yum install subversion should try to install the 1.7.5-1 version if you have the fedora updates repo enabled.

maybe your local databases are a bit messed up ?.
you could try
yum clean dbcache
yum clean all
yum distro-sync (which will downgrade if needed also, and in my experience clean up 100% of obsolete packages)

then try the upfate/install again.
