My server problem

Hello, I've installed fedora server on my computer. I'm making one CMS for my project. and problem is that php can not upload to this fedora server. but when I installed wordpress. it's uploader is working properly.
I've changed all permissions to apache. and turned off selinux permissions. but then also, I'm not able to upload using php. Java is uploading everything properly.
