How to install tp_smapi in F16?

I cannot find it in 'add/del software' .

That package is not, and never has been, in the Fedora repositories. You will need to compile it from source code to use it in Fedora. The code seems a bit unmaintained.

I just tried building the kernel module from the source code tarball on F16 32 bit and it failed. There is no "configure", just a pre-exiting Makefile.

You can use the rpm packages from here: http://endur.fedorapeople.org/downloads/

You'll need these rpms:
akmod-tp_smapi-0.40-6.fc16.i686.rpm
tp_smapi-0.40-4.fc16.noarch.rpm

For x86_64 you'll have to build tp_smapi from source. There is a fork that builds on all Fedora systems (32bit and 64bit) without patches: https://github.com/evgeni/tp_smapi (it has version 0.41, but it doesn't really add significant fixes besides that it builds without problems on all major distributions).
