Back in F11 and FF 3.x, if you tried to close the program and had multiple tabs open, it would offer to save the tabs and quit. Thusly it also kept the cookies. FF 9.x doesn't, and I can't find any setting to allow it to do so.
So the questions are ... - Does such a setting exist in FF9?
- If so ... where the devil did they hide it? <..
..>

Hmmmm.
Methinks a bit more explanation is in order.
I have the default settings regarding cookies as: Allow cookies to collect, including third party cookies, until I close Firefox. Then it is allowed to ditch them all. This is the same setting I'm using in the F11 box as well.

Dan. I see nothing obvious. I looked at about:config and searched "tabs". There are a few options near the bottom. One of them looks promising unless I misunderstand it's purpose.
services.sync.prefs.sync.browser.tabs.warnOnClose
After your edit.
about:config search "cookies".

Yeah. I spotted that one, too. It is set through the preferences panel and functions to warn you if you're closing multiple tabs, but doesn't offer to save them.

Hi Dan
On a new tab address line type <about:config>
In the filter field type <browser.showQuitWarning>
Right-click and <Toggle> the value from <false> to <true> (or double-click the Preference Name
This should do the trick!

Guys... you're way too complex
Open FF9, hit F10, go edit > preferences.. tab: General..
First entry.. Setup: Show my tabs and windows from last session.

That doesn't quite get the right results that I believe Dan was looking for, though.
What you posted would bring up the previous session's tabs EVERY time, and NEVER load your home page.
What I think he was looking for was the option where it asks if you want to save multiple tabs when you close the browser session, and bring them up when you restart Firefox, but ONLY if you selected to have it save them. If you didn't save them, then bring up the home page.
