"Cant't create transaction lock" error on RPM shell command

I am trying to install an RPM package of Adobe Flash client. From the terminal window, I tried following command, but it gives error: can't create transaction lock on /var/lib/rpm/.rpm.lock (Permission denied)

rpm -i fl.rpm

I am logged in as administrator.

How to get rid of: "Package Manager Lock". Fedora 16.

When opening "Add/Remove Software", I am either getting message:

Waiting in Queue, or

Package Manager Locked.

How to get rid of these messages? Even when nothing is running in the background, I am getting this message.

I just installed Fedora 16 from Live CD image.

Make sure that PackageKit is not checking for updates. I have missed that a couple of times in the past.

How to check that? Are you talking about "Add/Remove Software" application?

Sorry. I did not notice the second post in the thread. When nothing is running in the background, did you check from the terminal?

Code:
 ps -ef
This will give you all the processes running. You can kill packagekit or yum if they are running. (there might be some issues with terminating yum - but later!)

I executed the command from the root. It executed but didn't display any message.
