clariceoshea, nothing in your post makes any sense. You've given no step by step. You've given no system information. You keep saying it doesn't work, but you provide zero information with which any sensible person could possibly give you any advice, and you present no reason why you think it will be any better with F17 as if improvements happen in a vacuum without meaningful user input.
I've just booted from F16 LiveCD and DVD - of course chroot is available so I have no idea what you've tried because you haven't posted the EXACT command you've used, and the EXACT result.
But hey, good luck with F17.
