Uppdated from F14 and stuck in G3 fallback

I updated a reasonably powerful system from F14 to F16 using the network install CD. After the install complete-reboot, a dialog came up saying Gnome had set the system to fallback mode. This is a 3.07GHz intel Core i3 with onboard intel graphics. Is there some reason why I can't get the full Gnome 3 exerience?

The System Info dialog lists the graphcs driver as Intel Ironlake Desktop.
$ glxinfo | grep render
direct rendering: Yes
OpenGL renderer string: Mesa DRI Intel(R) Ironlake Desktop
GL_EXT_vertex_array_bgra, GL_NV_conditional_render,
