I can't create new virtual machine using Virtual Machine Manager

It's a new installed Fedora 16
I selected "Virtualization" group when I install Fedora 16

Well you first need a connection (probably to your local host).
Are you asked to enter a password when you start that Virtual Machine Manager program (or are you running as root)?

for me it works but I'm not someone who is really well known with QEMU/KVM.
You could start by doing the following:
1: make sure your hardware is capable (vt-x / amd-v) and your software is up to date.
2: launch gnome-system-log prior to starting the vm-manager and look for related errors being appended to the message log.
3: add a new connection.
4: delete & reinstall the packages.
5: try if a disabled SE-Linux makes a difference.

After your Fedora 16's /etc/shells lost its entry for bash during the infamous update, did you put it back?
