Is it important to buy cpanel?

Hi

I am going to pay rent for a dedicated server in monthly basis.

I have planned to host php, mysql, apache and imagemagick site

* Cron jobs
* Phpmyadmin
* ftp
* I need to track the bandwidth, disk space, and resource usage

Can i do the above without cpanel? How can i do it if so?

Is litespeed better than Apache?
php.ini's secured settings - where can i find it? Is default settings safe?
