What you described happens when there are already four primary partitions, or three primary partition and one extended partition that is full. No more partitions can be created. Anyway, it's a safe guess because it happens all the time. You can look at the results of sudo fdisk -l in Ubuntu, or look at the partition layout in the Disk Management utility of Windows 7. You can post the fdisk report or a screenshot of the Windows utility if you need more help.
