I do not know the answer to the question, but as you can see on the link you gave :

So my advice is that you use preupgrade.

I have used preupgrade since I think about Fedora 10 or 11 and it works much better then trying to upgrade with yum.

Well, that wasn't the link I gave... I just bumped it
That said, preupgrade is thinking the latest version of Fedora is 14, not 15.
Code:
]# yum install preupgrade
Loaded plugins: fastestmirror, presto, refresh-packagekit
Loading mirror speeds from cached hostfile
* fedora: mirrors.rit.edu
* updates: mirrors.rit.edu
Setting up Install Process
Package preupgrade-1.1.9-1.fc14.noarch already installed and latest version
Nothing to do
And since this code is useless, I'm stuck.

I'll note that rpm less than helpfully will print this error when the key is _already_ imported. (at least with the f14 rpm, f15 fixes this).
So, most likely it already worked, and was just erroring in telling you that it was already imported.
