I recommend starting from the Fedora config for the respective kernel... install kernel-2.6.9-1.639 or kernel-2.6.9-1.640 from rawhide, then take the config from /boot and begin shaving it down where you know what you don't need... leave what you don't understand for the first build until you make sure it works, then repeat.
Now, the error there looks like a change in gcc actually... what version of gcc are you using to compile this?

If you're compiling with an older gcc (which I suspect since you're using an FC2 kernel update config as reference), you might want to update gcc first.
