Fedora 13 x86_64 Atom cpu running warm

Does atom run hot under Fedora or Linux in general? This is the power top information I get from my Intel D410PT board which is Atom D410 based:
Quote:
[root@printserver Desktop]# powertop -d
PowerTOP 1.11 (C) 2007, 2008 Intel Corporation

Collecting data for 15 seconds

< Detailed C-state information is not available.>
P-states (frequencies)
1.67 Ghz 100.0%
833 Mhz 0.0%
625 Mhz 0.0%
417 Mhz 0.0%
208 Mhz 0.0%
Wakeups-from-idle per second : 20.0 interval: 15.0s
no ACPI power usage estimate available
Top causes for wakeups:
33.4% ( 12.8) <kernel core> : hrtimer_start_range_ns (tick_sched_timer)
21.4% ( 8.2) <interrupt> : ahci
18.3% ( 7.0) <kernel core> : hrtimer_start (tick_sched_timer)
10.6% ( 4.1) <kernel core> : __mod_timer (rh_timer_func)
I also checked and the processor is idle when it's running at 100% clock of 1.67GHz,
cpuspeed says:

p4-clockmod passive cooling is enabled
the lm_sensors shows the cpu temp as 50C which is pretty high. Does atom have a very primitive power saving system, I was surprised I thought as a low power chip it would be really cool. This is on Fedora 13 x86_64 fully updated and I have flashed the bios to the latest one I could find (dated 06/29/2010 version MOPNV10N.86A.0196.2010.0629.1555) When I run dmidecode it says that acpi is supported.

UPDATE
I've found some evidence that the D410 doesn't have power saving features at all:

(especially comment #2 by Dominic)
it just runs full bore all the time. I'm kind of disappointed since I on purpose went with an Atom board for this print server to save heat and power.
