Can't create vpn connection

I am running Fedora 13 Gnome.
When I try to create a VPN connection using Network Manager (vpnc) it says that it cannot save the connection and exits out. Can someone help me out with this?
I can provide other information if necessary. Thanks in advance!

Where does it error? when you click add? or before that? what kind of VPN are you trying to create?

When I click add. It asks me for the root password, then fails. I'm certain the root password I'm giving it is good, because the error says it cannot save (not that it cannot authenticate, or wrong password, etc).

I am creating a Cisco VPN connection using vpnc.

As an experiment, I tried adding it without the "All Users" box checked and it saved correctly. This isn't a huge deal, but I would like it to be available on all accounts in case I need to log in to my VPN while someone else is on my computer.

How odd; I just tried to change mine to be available for all users and it ignored my commands. I have no other suggestions i'm afraid.
