No signal from video card when starting up.

So I am building a HTPC from the following computer:
Dell optiplex GX260
2GB RAM
Processor,80531,1.8G,128K 400FSB,Celeron
Dell 32MB ATI Radeon 7500 AGP Graphics Card 6T974 (VGA and S-video output)
250GB WD EIDE Drive

I just finished installing Fedora 12.

The issue is that I want to hook it up to my TV via the S-video output however when I start up the PC with just the S-video connected to the TV, the bios loading screening shows (testing the ram, keyboard check, etc.) but when the OS starts to load, the signal to the TV (s-video) is dropped.

If I have a monitor plugged into the VGA output on the ATI Radeon card when the system starts, then I get signals to both the s-video and VGA.

Any help is appreciated.
