I tried to upgrade my F9 to F2 using the CD set, so I selected the Install/Upgrade option.
I never got a upgrade option, the only choice was to reformat my whole disk. Which was fine as I have backups. However there was no choice as to package groups, extra users, etc. It just reformatted the disk and went immediately to installing 205 minimum packages. When I rebooted, it just went to text mode and the only login was root.
I saw a briefly flashed message early in the install that Xorg install failed and I had to use a text mode install.
The system is pretty much unsable, now.
Trying again, I stumbled on the install using basic video driver and then I was back in familiar territory. I guess if I had known to start there it might have easier and saved some time. I presume this is because I have an old nvidia card which the standard fedora install does not support? In retrospect, I am not sure how I would have known to start there. The basic label made it sound like a fallback and not place to start.
Finally, during the install, whenever a new CD had to provided, the tray would eject and then immediately pull back in. I had to grab the drawer and hold it open to replace the CD.
Well at least I am up now. I hope F13 is easier.
