USB disabled after 20 minutes inactivity

Hello,

I've Fedora 12 installed on my desktop and my webcam lost signal after 20 minutes of system inactivity.
The power is still turned On, the green light is turned On but no signal.
The only way to get it work again is to disconnect and connect or to 'modprobe' it.

Is it a kernel bug?
Is it a feature? If yes how can I disable it specifically for this hardware or for all usb devices?
