kcm-gtk doesn't set gtk theme in KDE

I'm trying out f12 and noticed that kcm-gtk doesn't seem to have any effect. The previous gtk-qt-engine package created .kde/env/gtk-qt-engine.rc.sh script to set GTK2_RC_FILES to use $HOME/.gtkrc-.2.0-kde4 but the new kcm-gtk doesn't do anything similar. If I manually set that environment variable things work.

Is this a deficiency with kcm-gtk or am I just missing something obvoius?
