Windows-compatible USA keyboard

Most of the keys work as expected, except that shift+DownArrow does not select the text, instead it prints numeric characters. The only way I can find to select several lines of text at once is to use the mouse -- keyboard selection hot keys don't work. Is there a way to change it?

I found out that if I use the arrow keys on the keypad it doesn't work, but if I use the other set of array keys it works.
