rpm -qa shows nothing

I have a small problem.

I have FC2 1.9 and a few days ago my system power outage, but that is not the problem, when i reboot the machine and tried to install some new rpm's it was telling me i had a lot of dependcies that needed to be installed, like /bin/sh, i did a rpm -qa and it showed nothing. I then started to see if i had kernel installed nothing. I tried a rpm --rebuilddb , no luck, then a rpm --initdb, still no luck.

Any idea on how I can resolve this problem.

I tried up2date,apt-get, and up2date and nothing appears to work.

I did --import some GPG keys and then did a -qa and not those are listed.

Since this is my test system my last resort it so reinstall FC.

rm -f /var/lib/rpm/__* ; rpm -vv --rebuilddb

tried it, but when i do a rpm -qa it still shows the gpg that i imported before
