In Vista, find out in what parition that file named BOOTMGR is. It might be hidden or system attributes. If it is in a small partition maybe F11 is overwriting it with its own small /boot partition.

Post the result of the commands
    Code:
    cat /boot/grub/menu.lst
    and
    Code:
    sudo /sbin/fdisk -l
I'd bet you have a recovery partition (hd0,0) and grub is trying to boot Windows from it when Windows is actually on (hd0,1). If that's the case, the Windows entry in the boot loader reads
    Code:
    rootnoverify (hd0,0)
    when it needs to read
    Code:
    rootnoverify (hd0,1)

As glennzo suspected (off by 1), your Windows partition would seem to be here (/dev/sda3), so changing

    Code:
    rootnoverify (hd0,1)
    to

    Code:
    rootnoverify (hd0,2)
    in /boot/grub/grub.conf

    will likely solve this issue.

    Hello LuciferDevil,

It's usually helpful to post the contents of the grub.conf file since that is what is misconfigured usually. You should do that now.
    Code:
    su
    cat /boot/grub/grub.conf
But I think your case may be more interesting than the one of Ashish Sood's above. Here's why I think that...

Your posted fdisk report reveals that there is no XP compatible primary partition (NTFS or FAT32) on /dev/sda. XP (all Windows systems, really) require such a partition for the boot loader files on the drive that boots from BIOS (even if that partition is not the Windows partition). So either /dev/sdb is the drive that boots from BIOS, or a partition on /dev/sda that had been used for the XP boot loader files was destroyed when Fedora was installed. Maybe the grub.conf will shed some light on the matter.

You said Fedora is booting. It is (hd0,7) in the grub.conf. Windows (Other) is (hd0,0) in grub.conf. But that partition is an extended partition in the fdisk report. Obviously wrong in grub.conf. And not unheard of. There is only one other partition in your partition layout that can be expected to have the boot loader files for XP. It's (hd1,0). It will do no harm to edit the grub.conf and guess at that.
    Code:
    su
    gedit /boot/grub/grub.conf
Change the "Other" section to this...
    Code:
    title Other
    rootnoverify (hd1,0)
    map (hd0) (hd1)
    map (hd1) (hd0)
    chainloader +1
Save the file, reboot, choose "Other" in the menu.

P.S.: No promises. In my imagination, I can think of something else that may have happened to the XP boot loader files.
