superkaramba (for KDE) and gdesklets (for GNOME) are apps that will let you run small desklets on your desktop. This includes new menus, system monitor thingies, weather report or anything else that can be done with python, which is the primart language for desklets.
If you see screenshots of desktops where there's "layers" on top of the wallpaper with small programs running to show information, menus or similar, this is gdesklets or superkaramba doing it's magic.
Both of the two programs do use a bit of memory, and it will slow down your system, small price to pay for eye-candy some will say, personally I think it's a waste of resources, then again, I get most of my clothes from the salvation army.
