Volume Control in F11 Strangely Broken

I just upgraded to F11 and the volume control seems to be broken. If I set it below 50% everything goes instantly silent, while above 50% it's pretty loud. This seems to make no sense, but I've had strange sound issues in the past, such as headphones not working. Also, the volume control only shows one setting rather than plenty as before. Also, the volume control app goes and consumes 100% cpu for seconds at times, and sometimes doesn't respond to volume changes at all.
