Where can I find out what I can do to help build Fedora 12? Does Fedora have a page on there site that lists things people can help with to make Fedora 12?

I don't subscribe to the Fedora test-list, but I like to follow what's going on:

This "archive" seems to be updated pretty much in real time as new mails go out, or come in, or whatever it is they do.

The "raising the bar" thread, about the 'Fit and Finish' project, looks interesting. Maybe a way for someone like me with limited skills and knowledge to help out.

Perhaps you could just join the list and introduce yourself and ask "What can I do?" They seem like a pretty friendly bunch.
