Keyboard mapping

I have installed Fedora 11 on a Panasonic CF-Y7 with a Japanese International Keyboard. Previously this was working fine on Fedora 10. I have selected a Japanese 106 keyboard with Japan OADG 109A Layout which works fine except that the Ctrl and Alt keys are not mapped properly. I have edited /usr/share/X11/xkb/symbols/jp to replace yen with sterling but cannot find where I map the Ctrl and Alt keys. How do I do this?
