Pulseaudio clients altering master output volume

I have a problem with pulseaudio in Fedora 11.

When playing audio, if the application is the sole client in the pulse mixer then changing the volume in the client not only adjusts the client volume, but also the master output volume. However if there is more than one pulseaudio client (confirmed in the application mixer), then the master output volume is unaffected.

Does anyone know why this is?

This is the flat volumes feature, as i know. If you have two applications, the louder moves the master volume. Try it in the volume control applet/ sound preferences / applications tab

Yes indeed, though I didn't find anything in the menu you mentioned, the first hit on google for "pulseaudio flat volume" was this blog post describing a very easy fix:
