Have a look at the F10 Installation guide in my signature. It covers that and much more.

it's in rpmfusion:

Code:
=============================================================================================================
 Package              Arch            Version                                Repository                 Size
=============================================================================================================
Installing:
 xmms-mp3             i586            1.2.11-3.20071117cvs.fc11              rpmfusion-free             84 k
you must enable the rpmfusion repo: www.rpmfusion.org
