BIND9: Reverse DNS Requirements

Hey guys, I have successfully installed BIND9 and all my domains work properly. Now I want to setup a reverse DNS on one of my IPs.

I was wondering what sort of requirements do I have to meet in order to be able to do rDNS? Do I need to be the netblock owner?

I've already created a master zone for my rdns and although it works fine if I do a host 1.1.1.1 on the local machine it doesn't actually propagate.

Code:
[asdf@core ~]$ dig in ptr 208.69.150.248

; <<>> DiG 9.5.1-P2-RedHat-9.5.1-2.P2.fc10 <<>> in ptr 208.69.150.248
;; global options: printcmd
;; Got answer:
;; ->>HEADER<<- opcode: QUERY, status: NXDOMAIN, id: 61910
;; flags: qr rd ra; QUERY: 1, ANSWER: 0, AUTHORITY: 1, ADDITIONAL: 0
