How to install software file hplip.run ?

Most likely you don't want to install that file. Hplip (HP Linux Imaging and Printing) is included in the Fedora distribution and you shouldn't replace the distro package unless absolutely necessary. What problem are you trying to fix by installing that file? Have you already tried the latest Fedora hplip package?

do not use the .run file use yum install hplip

yum install hplip hplip-gui libsane-hpaio cups
hp-setup

If hp-setup confuses you, then use http://localhost:631
