I have read reports of 3G cards working here in the UK, so I would expect it to work. They work in same way as the more common USB devices. After insertion

I suspect the reason USB devices are more common is that many modern laptops don't have PCMCIA slots, they've been replaced by PCI Express. Not seen any of those either.
Do you have the device? If so plug it and run
and see if its detected.
With fedora 9, you will have to manually configure the connection, I used to use

to configure my mobile network.
I would advise you to upgrade to Fedora 10, this area has improved no end. The connection should just be picked up by NetworkManager, and all you will need to do is enter your providers access point.
