1 - yes. That's a pretty common way of doing things in the *nix world and if you choose 'custom layout' in the partitioning screen of any Fedora installer - you can set things up the way you want to. VERY flexible and often suggested even.
2 - I don't know - you'll have to check the features list. What's included in F-10 is publicly posted, in detail, on the fedoraproject.org web site. 3 - Yes - Fedora has had r/w NTFS support for a couple of releases now.
