Odd key repeat

I have very odd key-repeat values.
Using an new empty gedit doc keeping the '1' key down will fill in fast in beginning and then slow.
Same if I use the right arrow, fast in the beginning then slow.
But if I use the left it is always slow.

If I change /System/Preference/Hardware/Keyboard/Delay to a long delay then it is always slow.
I seems that the Delay has been inverted, fast before the time has expired and then slow!

Is this an know issue
It dose not need to be gedit, can be any entry field.
