How do you install emerald theme manager on fedora 10?

every time I run:
su
wget http://www.dfm.uninsubria.it/compiz/...iz-fusion.repo

Connection refused

Please help.

uninsubria is down at the moment but it doesn't matter as there are 3 more mirrors .
