Need help installing downloaded programs? installing Mednafen

I am still trying to get the hand of linux and I have some questions.
First of all how do I install and use downloaded programs?
And second does anyone know where to get the Mednafen emulator?
Any help would be awesome I am really confused .

yes I downloaded the file mednafren-0.8.9.tar.bz2 but how do I install it?

Here's my best shot. I'm not a genius when it comes to this stuff. Change to the folder where the file lives. Use the following commands as root.
Code:
bunzip2 mednafen-0.8.9.tar.bz2
tar xfv mednafen-0.8.9.tar
cd mednafen
./configure
You'll probably get configure errors Report them back here.

it says Can't open input file mednafen-0.8.9.tar.bz2: No such file or directory

So then type su - and enter root password. Then type cd /home/nnylad/Download and run those commands.

just double click on the tar.bz2 file and have the built in archive manager open it in gnome
once it is extracted look in the file mednafen-0.8.9 for two text files called README and INSTALL and read them.

If you have trouble following the previous advice, then let us / me know what version of Fedora you are using.
32bit or 64bit
and I can provide you with a rpm to install if you like.
