Your admin is doing his/her job. You got what you deserve for breaking your LAN rules.

Stop that and talk to your admin. I don't think you'll get much about cracking your own LAN here...

Then I don't think here is the right place to report your admin's [alleged] misbehavior.

Blocking MAC address is quite straightforward, at least with Linux. If that is the case, he may be just setting iptables rules against you. Perhaps this could be done by configuring dhcpd too. Also there's arpwatch for auditing LAN activities.

My bet is he is blocking the protocols per client basis. Is the protocol allowed for this specific client? No - block the traffic. Could also be monitoring bandwith usage and if it exceeds certain limit, client gets blocked.

I don't use torrents but I remember someone mentioning about encrypting the torrent streams which should make it hard(er) to detect, of course if blocking is based on bandwith usage, this won't make any difference.

Also,if you use torrent client, doesn't it automatically start seeding the stream as well? If so, he can easily monitor incoming packets and block the target client per amount of incoming requests or protocol.

Just few possible ways he can find out you're using torrent and then block you.
