want to be os developer of fedora.

Hello every one ....I was using linux since last year.I decided to take part in development of linux.I went through "join fedora" web page and decided to be a os developer.I knew C and i am learning python for it. I am a student of computer science engineering...so in my college i have access to only limited internet(download limits etc..).Can i be a part of development despite of these constraints?
if yes can some one suggest me how to a part of this.Thank u in advance....

This question is probably best asked and answered on the Fedora Project web site, where you signed up to join the development team, not here.
