Colorizing SVG Backgrounds

I'm a big fan of the tentacles.svg (translucent) background.
So much so I want to use it as my WinXP background, as well.

I can open the SVG in GIMP, but how can I do the colorization that is done with the background selection tool?

After that, I can just convert it to a bitmap/JPG of the proper resolution and convert it over. It's just the colorization that has me confused. Thanks, -AW

Install Inkscape if you don't already have it and edit in there.

Add a new layer in the color of your choice then move it down and save the image.

No need to install Inkscape for this. Though it is a great program to have.

Just wasn't pushing the colored layer to the back.
I was leaving it on top and then getting frustrated with the blending modes.
