Angry Tomcat 6

I looked around, and my issue seems unique...

I have TC6 installed. I have no issues, or errors, when starting it (command line and the services GUI). My problem is that I get a:

Firefox can't establish a connection to the server at 192.168.1.4:8080.

Though the site seems valid, the browser was unable to establish a connection.

* Could the site be temporarily unavailable? Try again later.
* Are you unable to browse other sites? Check the computer's network connection.
* Is your computer or network protected by a firewall or proxy? Incorrect settings can interfere with Web browsing.

I am plugging in the correct IP, and calling the correct port. Everything seems fine on the config files. I've even gone as far as disabling the firewall, even though I knew it wouldn't make a difference.
Anyone else have a similar experience like this? No errors until I call the webpage...

Advice????
