I've had this problem before. I don't know all about the "bug" if it is one. But the probelm I had a long time ago (many years) was with the tray gear teeth.
If the tray is bumped hard enough to get pushed in and even a few teeth off track, this will put it a little bit "in" when it is fully extended out. The machine knows that it tried to put it all the way out, but it doesn't make it there, because it's ever so slightly off track. So when it gets out as far as it can go, but won't continue as far as it is supposed to, it comes back in.

Again, this is just the first thing I thought of based on the behaviur you described. If it isn't something I know a lot about, I tend to get creative. Because if I don't know what it is, couldn't it be anything?

How I fixed my cd drive all that time ago, was by pulling it out those few little ticks of the gear teeth that it had been bumped in, or as close as I could figure to be correct. But it worked, for me.
