Incorrect System Time

I recently installed Fedora 9 and have encountered a small problem. This did not occur last time with Fedora 7. It seems my clock is some hours off after I select that my system clock uses UTC, which I believe it does. The other OS I use is Windows XP. If I set the correct time in Fedora, then XP reports hours later. For example, it is 7:20 right now, and Fedora was showing the correct time when I rebooted. Now, however, Windows XP thinks it's 11:20 instead. I thought this might have been mis-compensation for daylight savings or something, but why four hours?

Just turn utc off in Fedora, this is a common problem.

Try
system-config-time
/Time Zone

and de-select System clock uses UTC
