Program Icons not showing up in panel

I have searched around and cant seam to find the solution. Usually when I open a program, like Pidgin, Amarok, deluge, etc, the programs icon shows up in the top right panel. That way when i minimize them they minimize to the tray. The problem is they aren't showing up. So when i open Deluge or pidgin i have no way of maximizing the program and using it. Any ideas?

Is this Gnome or KDE? If Gnome, do you have the applet "Notification Area" enabled?
