mouse over F9Beta KDE panel bar causes high cpu

I have the latest F9 beta updated to today (Sunday 11:00 AM Eastern),

kernel 2.6.25-0.200.rc8.git3.fc9.i686
kdebase-4.0.3-5
kdelibs-4.0.3-6

I'd like to confirm if this bug is known before I try to struggle with
redhat horrible bugzilla tool.
If I'm in KDE4 and allow the mouse to hover over a process entry
in the bottom of the screen plasma panel so that it shows a process popup:
like:

user : top
on Desktop 4


I've noticed that both plasma and Xorg jump and stay on a
high cpu load (50% and about 40%). This only occurs if the
plasma panel process popup is showing. If you move the
mouse to a blank part of the panel the cpu level is normal.
I'm guessing the code is implementing some dynamic feature
in plasma by redrawing this popup super fast. At the very least
there should be some kind of redraw timeout if the mouse doesn't
move for a while because it would not be good for the
user to put the mouse over the panel popup, lock the screen,
and go home for the day at work. The computer would sit at ~ 100% cpu
all night and probably displace any overnight jobs the
user has setup (backup might not get enough cpu to complete,etc)

My hardware is Thinkpad T41 (recent (April 6) smolt entry is in my signature)
which has a R250 ATI Radeon card.
