USB Shutdown

Ok Guys,

I have an external harddrive (WD 380Gb External USB) in windows xp when i turn on my machine, the power to the hard drive stop and it turns off. With fc 8 I power off my machine and the hard drive stays on. this also happens with my USB keyboard in that the NumLock keys still stays alight even though the machine is off.....

Any ideas?
