Error while installing a library

Hi,
I downloaded the library libICE-1.0.3-2.1.fc7.i386.rpm from redhat website using SSH. It gets downloaded successfully . However, when I tried to install it , I received the following error:

$ rpm -ivh libICE-1.0.3-2.1.fc7.i386.rpm

error: cannot open Pubkeys index using db3 - No such file or directory (2)
warning: libICE-1.0.3-2.1.fc7.i386.rpm: Header V3 DSA signature: NOKEY, key ID 4f2a6fd2
error: can't create transaction lock on /var/lib/rpm/__db.000


What is the reason for this reason ? How it could be solved ? I would appreciate your suggestions .

You must be root to install RPM packages.
