for an IDE i would strongly recommend Visual SlickEdit 8 for linux, it support c++, c#, cobol, php, perl, java and more.
www.slickedit.com
I'm using it as my primary dev tools.

Quanta is a very nice coding application with support for many different languages. It also does updates via FTP. (It's included in KDE on FC1)
See quanta.sf.net for more info.

I never really thought of using Quanta for anything other than HTML.

LackeyLad, a popular and full featured OSS IDE you may want to look at is the Eclipse Platform.
There's a tutorial for setting it up here:

Quanta is also good IMHO.

Quanta has color schemes for many different languages, from markup to scripts... I use it for writing C and C++ code, also. It's specially well-suited for HTML and PHP files due to the FTP features that allow you to upload only the modified files. Even Java can be properly done in Quanta!
Well, for Java, I use Netbeans ( www.netbeans.org)...

Thats quite interesting, thinking about it - it seems quite obvious now.
Ive just always used it for markup.

I second the vote on Eclipse. It's a great open source development tool, especially for Java, but it can do C++ and Cobol is in the works.
