Allow control to normal users !!??

Hi,
I think I read this a long time ago, but never tried though. I want to give the control of network devices i.e eth0 etc to normal users so that they can change IP of the local machine and start/stop the network interfaces! How can I do it?

Menu, Admin, Network
Double click on device line i.g. eth0
Window pop - second check box.

For user
Menu, Admin, Network Device Control (system-config-network)
