Sounds like the classic coporate/goverment tactic. Overwhelm 'em with massive quantities of boilerplate, most of it innocuous but with the sticky parts buried in there somewhere.

A minor quibble: If the FFII is going to have an "About The FFII" section in its press releases, that section should mention what the acronym "FFII" stands for. (True, that section does explain the idea that it stands for.)
