Handicap accessibilty features not staying enabled

I am disabled and I use the keyboard accessibility features Sticky Keys and Mouse Keys. Occasionally I'll log in and the features previously enabled are not enabled. I then have to use my mouth-stick to push around the mouse, providing the mouse is within reach, to the menu bar and re-enable the features. Is there a way to lock the features once set? Barring a breakthrough in spinal cord regeneration I will always need these features!

While I'm posting, Is there an icon or symbol I can place in the task bar that will display the state (pushed, locked or not pushed) of the modifier keys (Ctrl, Alt and Shift key)? If I loose track of keys I've pushed I have to randomly push modifier keys until I get the combination I'm looking for.

There's an applet in KDE that shows the state of the modifier keys.
Right click on a panel> Add Applet to Panel> Keyboard Status Applet
